AI and Digital Financial Inclusion in India: Opportunities and Threats

Abstract

Broad-based economic progress relies heavily on bringing more people into finance, a need that is especially clear in developing countries like India, where many citizens are still excluded from formal banking and related services. A major shift has come from Artificial Intelligence (AI), which can help overcome persistent obstacles on both the user and provider sides of financial access, such as living far from service points, lacking a record of borrowing, expensive transactions, and low familiarity with financial concepts. This article analyzes how AI is helping expand digital financial access in India, using existing information drawn from regulator publications, sector research, and scholarly work. It reviews how AI is being used for assessing borrower risk, spotting suspicious activity, providing customer help through chatbots, offering automated advisory services, and enabling financial tools in local languages, and it assesses how far these uses have strengthened reach, lowered cost, and increased engagement with formal financial products among underserved groups. It also highlights major hurdles such as worries about personal-data protection, unfair outcomes from automated models, shortfalls in digital skills, and weak internet and device support in rural areas that still limit the complete fulfillment of AI-enabled inclusion. The results indicate that although AI has clearly raised operational performance and expanded reach for banks and fintech providers, achieving lasting benefits for inclusive development requires parallel effort in building digital networks, clarifying rules, and strengthening protections for users. It ends by offering policy guidance aimed at regulators, banks, and fintech companies so that AI-based advances deliver fair access to financial services throughout India’s rural and semi-urban areas.
